If you launch PDF Annotator and it takes a long time to start, sometimes 20-30 seconds, then the problem might be Windows Defender. The reason for this is that Windows Defender is not familiar with every program and is preventing it from starting while it scans the folder where PDF Annotator located.
To correct this problem, due the following.
1) Launch Defender. See this page for assistance in starting Defender. Go to the Tools menu and choose Options. |

2) Scroll down to the bottom of the options where the Advanced Options are. Under the "Do not scan these files or locations", click on the Add button and navigate to "C:\Program Files" and click on "PDF Annotator" and then click OK. Now it should look like the example picture. Click on the Save button to save this change. | |
3) Now you can close Defender. If you launch PDF Annotator, it should start much faster now. |
